YouTube is doubling the watch-hour threshold for new Partner Program members. According to Barrett Media, "beginning in February, new independent creators applying for the YouTube Partner Program will need 8,000 qualified watch hours during the previous year or 20 million qualified Shorts views over three months." Current members are unaffected.
The YouTube Partner Program will make its entrance threshold twice as steep from February 2027. Barrett Media reported that YouTube is doubling its monetisation requirements, raising watch hours from 4,000 to 8,000 per year for video channels and from 10 million to 20 million Shorts views for short-form creators.
The change affects only new applicants. Existing Partner members keep their current benefits and revenue share. But for emerging creators building audiences, the barrier is now twice as high.
The threshold shift matters especially in markets where audience growth is slower. YouTube monetisation in Africa has traditionally been a secondary revenue source. Most creators there depend on Spotify, direct sponsorships, or platform-agnostic support. But for any creator considering video as part of their strategy, doubling the requirement makes it harder to reach the point where YouTube ads generate real income.
The move reflects YouTube's broader push toward quality gates. The company has steadily raised Partner requirements over the years. What remains unclear is how the algorithm will treat channels approaching but not yet meeting the new threshold, and whether YouTube will offer clearer visibility into watch-hour progress as the deadline nears.
